    I don't think this NPC exists in Gamez, I tried to look it up also when you've first posted about it, found the location where it is supposed to be, but the shugo is missing from there.

    It's also possible that there is specific time for when this NPC comes to the spot or spawn.

    Yup. The shugo is supposed to be spawned for the Shugo Kingdom Adventure event, which was from 06/03 to 27/03 (march) this year. I guess you missed it.
    The other event it may have shown up for is the Return To The Shugo Tomb from 22/05 to 19/06, again this year.
