You don't have to put skills in a +20 set and weapon. They automatically put random skills in your set and weapon once you reached the +20.

Hello Jimkie,
After you've +20 your weapons, you will get a random breakthrough skill. Which you can drag onto your quick bars to use.
Of course it only applies to weapon, armor on the other hand will give you passive breakthrough skills which either increase your stats/buff or debuffs on your opponent.
