    If tiamat stronghold still works then you'll find a npc there who is selling it for protectorate coins.

    Last time I checked this, you could not transform into Balaur inside TS to talk to the protectorate gear sellers. I'll go online to check for you.

    Edit: Yeah, still can't. You cannot talk to Varshaka if you're not Balaur, and the statue doesn't transform you into Balaur.

    From the NPCs in Teminon Fortress/Primum Landing. Go there and enter the building, the NPCs are in a room on the left (1st floor on Teminon, 2nd on Primum).
