    It's bugged, like a few other things in housing. Some users can, some users can't (I can't either). I haven't found a fix for it yet.

    I have a solution, if you pause on a quest to put furniture such as tables, I suggest you buy a house / mansion / estite in npc tenants, in the oriel or in pernon, after you buy the third type, you can continue your quest to complete,

    Housing has been buggy ever since it was implemented a few years back. I remember having some palaces and i was never able to edit the upper levels, when that was fixed, some other stuff got broken in the housing area. Haven't checked lately though.
