If I'm not wrong, You can find it in Reshanta, or in inggison.

Try to go to Alar of Avarice in Inggison and Talk with Destine If you are an Asmodian.
And I guess you can find it also in Gelkmaros in Vorgaltem Citadel or Crimson temple. Talk with Macar in Vorgaltem Citadel and talk with Lisimakos in Crimson Temple. If you are an asmodian.
But if you are an Elyos, you have no place to go but in Renshanta and talk to Alchemy Skill Merchant (Elyos)
