Fly Problem

Haloo i am an sorcerer lvl 55 and i have some problems.
I can only fly in some areas, and i see other ppl that can fly everywhere. is there a problem with my game, if there is, is there a way to fix it without reinstaling the game? I have problem with skills too, exacly 3 skills that dose not work, dont remember the name but one is 4 transport to Sanctum, and every time a cast that spell it charges but nothing hapends, same thing with the other 2 skills (aoe skills).

 

Some skills in the game doesnt work, Also if you state where you can't fly it would assist in gms helping you.

 

You arent aloud to fly in Heiron/Beluslan

Those skills you're talking about are bugged/not working :S
