    how can we report if the cleric is allowing to view his/her details, we wont know the name

    What you can rely on is your combat log which would display the name of the player who killed you while using the bugged skill on you, at least if it's a simple 1v1. If it's a BoG where there are several players and the cleric is not the person who killed you at the end so his name is not even shown, well, then it's a bit more complicated to prove who it was. However, in such cases you can always use the command .gmlist to see if there is any AM/SAM online who you can contact about the matter so they can keep an eye on the person in the future.

    he has an assassin which has more DPS damage, and that assassin will be the one who gets the kill not the cleric

    When you do /inspect even if they don't have detail shown it will briefly pop up a yellow message in the middle of the screen that says "*player* is not allowing players to View Details about them." just hit inspect and screenshot real fast. works fine ;)
