There no in the NPC in Crafting where should i can buy or farm this Crafting materials

You might not be able to get this one it's [Static] and those theoretically were removed with the last patch.

<Urge of Wrath> only drops in limited locations since the removal of Tiamaranta etc.

You can find it dropping from mobs here in Cygnea;



It also drops from the elite balaur mobs in Hanarkland in Inngison

Good luck! The drop rate is very low, but that is the only place I have found where they drop currently
