Rejected Sorc awakening quest bug

I can't complete the quest "Fresh start, tarif". When i try to talk to Allan serbin i get navigation to Ahon like i dont have knowledge on her yet. https://imgur.com/a/rYOB6
Relog didnt work. retaking the quest didnt work.
I have tried to steal from Ahon to get the blueprints for a craftable costume. Only thing i can think off that might have caused it.

she is the one who gives me the quest to tlak with allan serbin. have already spoken to her and gained knowledge.

 

it's been tested and it works, also no one else can confirm this

 

but i cant do it. for some reason i cant get knowledge on allan serbin
