Wings question

    I'm trying to get the Sigyn's Wings and i was wondering if the quest line leading to the quest The Secret of Adma Stronghold
    and the Secret Passage are bugged? The Secret Passage says need to be Level 46 to start, but i'm level 55 and Surt has no quest for me :S. Here is a link to the picture of the wings.
