error "qouta is too low to process this command"

i started getting this really weird error message and the game closes after.

yesterday i played for something close to 10 hours straight without any issues, then i left my character logged in over the night fishing.
when i woke up i got an error pop up saying this:
"The quota is too low to process this command.
The application is terminating"

and then the game closes.

when i log back in all my quick slots are reset.

i added the launcher + game folder to my anti virus exception back when i downlaoded the game so i dont think this is the issue.

already looked it up as a windows error... but the thing is that i had less programs running when this happend, then when i were playing normally.

i had skype, steam, discord etc closed.
the other "solution" to this error i can find is the offline files limit, but it isnt even activated on my computer so i dont really understand how that can make an issue either?

also this is the only program where i get this error, also played the normal BDO server before without issues
