Help Me Please

please someone help me, earlier i'm doing valtarra training quest with my friend but the monster didnt summoned up. i think thats a bug or something i dont know. but now i'm currently creating my Alt character which is doing Red Nose Quest from Black Spirit but when i arrived at the summoning place the monster didnt showed up too it said "the monster are already summoned", and the marker on map says i must go to valtarra again ._. . i already tried restarting my Pc and restarting the client but it didnt work . what must i do ?

And i cant invite someone or being invited to party. It says "cant organize party while summoning a monster" please help me..
