do not run the game

    clicking start opens a black window for a few seconds closes and starts the launcher and so uzhe 20 races

    I don't quite understand what do you mean. What about your video card drivers? I guess they're outdated.
    Go to Start -> Search -> type Device Manager -> Display Adapters -> Right click on your video card -> Update Driver Software -> Search automatically for updated driver software.

    Did you check whether the video card drivers are up-to-date or not? If not, do so.
    Turn off Geforce Experience In-Game overlay.
