0% gpu usage and fps drops all the time​

Bug Description:

been having this issue since i came back recently. anywhere from 10 seconds to 30 seconds i get fps drops that completely freeze the game. gpu usage drops down to 0% while this is happening usually 4 to 5 seconds complete freeze. ive tried every fix i could read about havent found anything. it happens 100% of the time when opening up settings. usually while farming it happens constantly sometimes i barely get 10 seconds of gameplay before it happens again. any help would be appreciated​

also im not experiencing this problem in any other games. can run most games on ultra with no problem. recently updated my bios so throttling dont happen anymore. so latest bios asus gl702vm i7 gtx 1060 didnt have this problem before server wipe and right after server wipe. i took some time off from gaming and i came back to this problem

 

So I fixed it. didn't wanna do it but reinstalling windows seemed to work. no lag just like it used to be. opening up settings works in a split second now and the gpu usage doesn't drop below 30% now doing certain things and fps is completely stable. I have a feeling that the fall creators update had something to do with it. I came across posts a while back saying that the windows 10 fall creators update messed up a lot when it came to certain games. so I looked up FC update on other games and I came across forums saying it messed up other games like WoW and other mmos saying they were completely unplayable. Thankfully it worked. now gotta reinstall the other 20 games I wiped in the process lul. I hope if others come across this issue they try this.
