    The pet exchange seems to get glitched sometimes on this server, I just exchanged my T2 and T1 pet and it remained a T2. That's not supposed to happen, it should go up by one level minimal.

    No, exchanging a T2 + a T1 can give a T2 T3 T4, not always is suposed to upgrade the tier. Even if you put 2 T3 I think you can still get only a T3
