Retarded Horses

As probably all of you know horses on gamezbd are retarded, no matter if you remove Fore Chop or not and no matter what tier they are (5-8).
On average Tier 8 horses only learn 8 skills while on retail the average as seen on the market place is 12-13.
It doesn't seem like a bug to me but as a feature of gamezbd.
Can I/ we please get any statement of a dev wether/ why the rate of getting horse skills is lower than retail?

While talking about horses and today's patchnotes "Raised chance to recieve mount skill using Premium Horse Appearance Change Coupon"
On retail getting a skill is 50% chance. On gamez using 9 Premium Horse Appearance Change Coupons results in only 2 new skills even with increased rates?

 

The 50% chance on retail is from own experience, friends and other people posting about it. Of course luck plays a role and I'm not sure if the total amount of coupons on retail were enough to say that it truly is 50% but 2 out of 9 with improved rates here seems too low. If you could please also talk about the average of 8 skills compared to retail 12-13 would be nice.

 

Same topic but different problem with horses is you have to whistle them 2 times for them to come to you. It should only be once.

 

Sometimes they won't even appear after the 2nd whistle unless you run away from that spot when you were whistling at them.
