Fix High End PVE

For anyone who has never tried to grind high-end PVE places like hystria, akman, gyfins, etc, they do way WAY more damage on this server than on retail (i.e. its about a 1-3 shot in all of those places at 300 dp). This is do to the fact that 50% or more of your dp is not utilized because it is evasion, and evasion doesnt work in PVE. Please fix this by doing a global 50% or more damage decrease to monsters.
