    Try teleporting to Sanctum, then to Eltnen. If u dont have money u can always ask 1kk (1m), there are always a good sould to help.

    If u even cant go there, ask someone if can give u Eltnen teleporting scrools.

    if u cant teleport if i remember right, u must accept the campaign quest from spatalos in verteron. hope this helps

    eltnen to go have to go first to verteron sanctum and speak with General verteron Spartano and when you get all the missions from verteron teleportation you can fly to all cities once in eltnen you to look at overall there and so on eltnen tamb you can fly to all sites
