Shepherd pet has no skill at lvl 10

Hi Everyone, is this normal? my shepherd hit lvl 10 and it didnt get any skills.

Just upgrade them to T3 Kappa

 

On retail i had multiple pets and something like that never happened to me. On this server is quite usual, almost 50% of them had no skill for me. Just try to make it t3 and it might get some skills.

 

It could be a simple bug. But who cares since it's not for your real money.

I made/have over 10pets here and they all had always skills.
p.s. I smashed 2x T1 griffon level 0 together and got T3 :3

 

somehow the link gives me error, and I think smashing 2 together is not a solution. so I am asking if this is an issue or normal here or what? cuz my shepherd has no skill at lvl 10. Well, thanks anyway.

 

Dear Sir, you are not helping, I may not spending alot compare to official, but I am a premium user. Also incase you don't know we pay for our electricity and internet. Don't make me view the world the same as yours, if you cannot give me a conclusion then don't still thanks for your time.

edit: Well after discussing this, I guess this is normal or bug on this server.. So T3 is the only way, please resolve this thread. Thank you.
