    Yes, my character had 300 energy in fact. But the option was not available at all, it would have been "greyed out" if I didn't have enough energy but still visible, on my screenshot it shows that there is no option for the knowledge.

    I got this knowledge like 2 weeks ago without problem. There are 2 options : Discover Hystria Ruins 50 Energy or Hystria Geographic knowledge. You can only pick one.
