    Bug Name:
    Cannot exchange Hunter Seals in Terif with NPC: Finlin​
    Bug Description:
    I feel like this is a bug or something overlooked. Finlin in Retail NA can exchange Hunter Seals like with the NPC in Keplan however this npc is missing that option even tho she clearly shows her exchange rates in the game UI.

    Additionally, if you right click the Seal and find the NPC it directs you to the Tarif Jewler instead of Finlin.    ​
    How to reproduce/proof:
    Interact with NPC: Finlin

    Right click Hunter Seal item    ​
