Low CPU process??

So I just noticed that my gamezbd client is only utilizing a small amount of cpu process and only 2gb of memory. Is this even normal? Seems like it's disabled to use my other cpu cores and my memory.

I am playing on a laptop with i5, 12gb rams and gt940m. I tried checking some vids on youtube with similar specs to mine and their CPU processes are around 70%+ and memory are around 4gb+ and they are playing at 1080p medium settings and gets around 30-40fps outside cities. My settings are currently 720p very low all graphic settings are turned off and I can't even barely hit 25fps and as you can see the gpu is already 91%.

I am now experiencing this issue after the latest update. Weird, I think the game itself is downclocking our CPU's if you check the cpu % for me its using .7 Ghz of my 3.2Ghz lol really weird just in this game.
