Download Path and Speed

Today i decided to reinstall the server because i had the game on a HDD and want to swap it to my SSD.
When i download steam games i get 12MB/s download speed while download the server or any of the mirror downloads i get 1000KB/s tops.
If i download retail BDO and set the launcher path to the retail folder. Would it need to redownload the whole thing again?

The download through the launcher is slow because it is a peer to peer system (relies on how many players are allowing their launchers to seed for those who are downloading).
