Cannot hire workers in Calpheon

    Hello,
    As I am new to the server, I only tried hiring workers in Calpheon only today after the update to Remastered, but apparently I don't get the workers I try to hire. I lose energy and worker doesn't appear in my workers list. I have plenty of logging space. I tried to hire workers with different characters, same story. Please help! :<

    Update: apparently I cannot hire workers in any city.
