Cant Get any Level on my new characters

hi
i have problem which is i dont know why i have it because i have 4 characters before i had no problem on lvling but after 5 th character i stuck at lvl 1
id : nasality1
problem : cant lvl from lvl 1
when happened : 01.03.2019 i did som base quest line but didnt get any lvl but no problem with skill points
i wish to know wuts the issue about ( i tried launcher fix before i create more character )
