[Quest] The Owner of Biraghi's Den

Hello,
Currently trying to do the quest : [Boss] The Owner of Biraghi's Den, however the node war seems to be stuck around this area because no matter wich server i choose it's alwasy telling me that there's a node war going on, i've been trying for the past week in case it was a scheduling thing but no matter when i try... it keeps telling me that.. Any idea?

I had the exact same problem and the answer to the problem is that you now have to talk to the NPC (or invisible interactable) for the scroll to be used, it does not work like it used to right clicking the scroll.

The place where the NPC or interactable is, is usually where the scrolls tell you to go, middle of the circle.
