Welcome to Gamez, sadly there is no estimated time of arrival for Shai. Based on my observation, the server takes roughly 4-6 months after retail releases a new class.
Don't hold your breath, but you can enjoy [some] better rates here and mess around with other classes while you wait.

 

as of today they released the client files on discord that have shai but the actual server update has no ETA.

 

2-3 weeks, the devs are working on it.
