is this quest bugged

the message from bobby lauren i cant steal the document from tito im a witch called belsomra
the thread got deleted because i posted the thread in the wrong place but this is a repost in the correct place

if it cant be fixed can i atleast get my cosmetics over to my new character alled kariva
i bought the 3400 pearl labreve pack

 

Isn' t Tito in Heidel? you have to stand sort of next to him and pickpocket but it is all a timing thing when you do that...

 

When I first did that quest I thought it was bugged too, only to realized its a random drop off of him, as in you'll get a random item before it finally gives you the quest item lol. Just keep doing it and you'll eventually get it.
