Resolved smartguard failed to start

yes like the title says after last Friday (28 February ) Saturday noon i got the error when i tried to login as usually then tried to find out solution, tried to understand what could be over a night. I checked forums thru google i found some comments those suggestion doesn't work
the problem is already have permission on folder / firewall etc. even i deleted permissions and added new ones again - i restart PC / modem - i did force check stuff - i did fresh installation yet here we are Sunday evening and still i couldn't find the solution for the records i am using win7 pro 64 bit.

as u see down below i am getting this specific error i hope someone can help who has knowledge and share solution with me i lost 2 days already



after hit the error OK button wait little while then gives this error and it is become endless cycle

 

I hope someone knows what to do if you share i'll be appreciate this so frustrated i can't play : /

I found another person who is suffering from same problem and one person advice to him windows update about 2 specific patches I updated one of them via windows update then problem solved
