Character and NPC Voices Not Playing

I just started playing this last night and had assumed that NPCs weren't voiced until my friend told me they were. Character voices are also not working, neither in-game nor in character creation. I have gone into Documents > GamezBD and AudioResourceType = 2 is in GameOption, as many people said this was their issue. Didn't seem to work for me, though.

 

have you tried changing the voices in game to Russian, applying, then changing it to Japanese, then applying, the Korean, then applying,then changing it to English and applying? i heard someone say to do this, probably not changing to all of them but they said this worked for them as well.

I tried Hyperbole's solution and it worked successfully for me (not that I missed the voices since I listen to music while playing ^^)
