Cash refund if item is now in pearl shop?

Greetings. I have a doubt if you are willing to answer. Is it possible to get a cash refund if the item is now in the pearl shop?
For example, my friend bought Ranger's Shadow Chaser outfit a long time ago but unfortunately for them, that same outfit was permanently added later to the pearl shop. Sadly, this situation discouraged my friend to keep donating so if it's possible it would be great.
Is there someone that my friend could contact to solve this issue?
