How do I reactivate a mission after it has been abandoned?

without the mission called 'A Merchant's Eye',i cant do the repeat mission like this.

First remember to check, whether all quests are activated in your quest window, at the bottom.

Then it should be pretty straight forward, if you abandon/forfeit a quest, the NPC that gave it to you, should offer it once you return to them.

 

Well,i've checked all quests were activated,and delete what need by this quest,but the npc still no quest for me.
That's what puzzled me

Perhaps you missed one of the requirements? Maybe you are asking the wrong NPC? I really don't know, but I hope that you figure it out using the link above.
