    Bug Name:
    Missing NPC Leon at Heidel​
    Bug Description:
    Can't change Lost Dragon Seal received under Daily Login Award as there is no NPC at Heidel after maintenance.​
    How to reproduce/proof:
    As stated.​

    Tested today. Issue fixed. NPC appears at it's designated location.

    NPC disappeared again ahead of login rewards containing dragon seals.

    Verified today. NPC appears at Ch1 at it's designated location after 30 mins maintenance downtime.
