The only thing I can say to you is to please wait out your 2 hour sentence and to not fly in heiron again.

Are u asking about Heiron/ Beluslan or in general?

 

cant fly in Beluslan and Heiron. U can fly in the 2 main cities but not outside of it

 

In heiron, you are allowed to fly near / in the fortress, as well as an area called "Storm Circle"

In Beluslan, you are allowed to fly near / in the fortress, as well as an area called "Alukina's Palace"

You may also engage in flight PVP in the stated areas, but anywhere else is considered Illegal.
