Quest starting item not working.

Looks like we are not allowed to get any items form mobs thats are 10 levels lower. But, when we have quest, it allows us to get ONLY quest items from the related mobs.

However, we cannot get the 'quest starting items' such as 'ancient stone fragment' that veteran tursin kralls drops.

When our level goes up too high, the braxes and the sheeps (cannot remember the name) in poeta do not drop the 'broken axe handle' and 'namus's diary' at all.

I have checked that braxes and the sheep drop the quest starting items when I'm under level 10, but veteran tursin kralls not dropping the 'ancient stone fragment' at all.

Is it not working for only me?

 

I am having same sort of problem with a few quests cant complete the final Veteron Quest for title Destroy Abyss Gate.

I am also Having issues with Expert - Passion for cooking.... couldnt get Moonflowers on main so i made a new toon lvl'd went and farmed them and then made the food on main have them all on main but the npc Hestia Wont repond when i click on her for quest....
