Cant fly at places i could before..

Hi all..

I had to re-install the game last week, and after that I have this problem with flying.. the only place where i can fly are the standard place's like city's.. does anyone has a solution for me, or has anyone heard of this problem before?

open system.ovr file with text editor and you need this :
ng_freefly = "1"
g_freefly = "1"

did not understand, I just rename the file to a system.ovr these texts?

 

i got the same problem there is just some file that were included in downloading include them or install it again
