Am I the only one that's getting this?(Ranger skill bug)

Ok. This sucks.
I have problems soloing inggison mobs since my skill effects do not work properly , they only activate 1/3 of the time .
For example :
Entlaging Shot : supposed to decrease the target's movement's speed = doesn't work most of the time.
Shock arrow : supposed to stun the target for 10s , doesn't work most of the time.
Stunning shot : Supposed to KB the target , doesn't work most of the time.

Sorry for misspelling some skill's names.
So my question is , is this normal?

 

This is during pvp in the ground for you, yes?

sometimes powerful mobs-lvl 55 mobs can resist your effects, as a cleric it's a real b1tch because most of the DoTs don't get through .... if it's a pvp it should go off
