Are u elyos or asmo? sorry for taking so long to reply btw i wasn't at house.
Im asmo and today i went to the boss that drops it , but i died with 2-3 hits LOL

it hits me 4.5k per hit (im a sorc with anuhart) if i use the damage shield (Stone skin) that absorbs 1157 dmg then i die in 3hits not 2 haha... -.-

it's a big scary dragon with a scorpion tail (Padmarashka)
Never seen the other dragon , the one at elyos side.
and the stormwing.. i don't know if it exists .. i heard u get it from silentera valley (the area between inggison and gelkmaros)

 

i'm elyos. weren't the monsters in silentera valley where removed? i hope i could find a bow like that but if ever you get one and will not use it, maybe you can sell it to me.

 

it hasnt been implemented because no1 in retail has come across it yet or maybe the devs jus dnt want to put it in as yet, maybe wanna fix all buggs before we get nice items

 

those mobs wont drop anything i've killed Pad but not Stormwing no drops
