    The fortress mobs in upper abyss but.. since fortress' are working, there's no Balaur mobs so I am not sure where else.

    Xalamander. Have you personally gotten one from them? I'm aware aiondatabase states that they drop them. Maybe it's just rare, but I have yet to come across one from them.
