[lumiel] balic npc incomplete or missing?

i havent played siel for some time now, so i am not sure if my "problem" is there too but today one of my lumiel chars maxed armorcrafting (stuck on 449).

i wanted to craft a wise dragon leather set, but when i go to teminon i only see a balic npc who sells designs for chain- and plate-sets. is this intentional or a bug? if it is intentional where can i find the npc who sells designs for leather- and clothsets (he is not in the same room and i also checked the other rooms, but i couldnt find him/her there either)?? :crying:

 

i dont see him either i think its a bug

 

Leather and Cloth are categorized as Tailoring
