Departed armor parts missing

I just wanted to get all parts of Departed plate set for remodel.After I worked a lot i had to realize that i just cant get the boots in the game...
There are mobs in fire temple in morheim which are dropping it but i need to do 1 quest in order to get into the temple...The problem is that the quest seems bugged.I think the name of the quest is smtn like : The three keys? or smtn like that.I have to kill Lurker Gargoyles in Fire temple to get the boots but i just cant get there..plox check this problem or bug or whatever it is ..

I can't find the legs either

 

I have the legs and he means the boots

 

i have to say that the legs are the easiest part...try to kill kerubian gatherers in eltnen and ul get it.be patient ul need time... it drops rarely..

 

I know he means the boots, I'm saying I couldn't find the legs also. Where do you get them?
