    Its not rare, you can get that skin from one of the Special Delivery bosses in Steel Rake Lower. Drops alot.

    And that looks nothing like Balaur Lord Cowl. Check AionDatabase or AionArmory

    Looks like the skin of the blue Anuhart Cloth Set :)

    As Ehpsilon said I was correcting you on saying that, that skin is the same as the Balaur Lord Cowl. When its not.

    Also saying that, that hood isnt rare at all. Your kinda missleading people into thinking that so they pay huge amounts for nothing and as far as I know, Steel Rake is working o_O
