    since 2.1 updated most of the quests maybe its fixed or i dunno :)

    vellie's favors is from taking over forts in balaurea. guildie and I took back fort from asmos on elyos area didnt get any vellies, also doors in forts are bugged cause cant hit the door.

    So at the moment, Vellie's quests are not working.
