    tutututu A Black Cloud Traders merchant assigned to the Beluslan Fortress. need i say more :p just look arround in that fortress prob some where mid level or so ( thinks back when raiding that place ) yup kinda mid level ish should be near a fake artefact there so keep looking and if he's still not there it means somebody killed it or it is just missing ^^

    erm if you checked the whole fortress and the npc is still not there then it's maybe missing or got killed so it needs to respawn...

    thats all i can say about it so hope it helps ( maybe just save that quest for when you fly arround there randomly and find it :p ) so myea
