    After i reach lvl 3 my char stop learning skills and //givemissingskills command is not working anymore

    i'm now lvl 5 and i really want to solve this prob

    Since you posted this in Crystal I will assume you play there. //Givemissingskills does not work on Crystal
    cause it is meant to be retail like meaning you have to buy skillbooks to learn the skills. You buy them from vendors in cities that sell them mainly Poeta and Sanctum (Elyos) and Ishalgen Pandaemonium (Asmo).

    2.u mean that in this server i willo have to buy every skill from the skill merch

    Yes you will need to buy skillbooks from skill merchants. You will also have to go to the Cloister of Kaisinel or Marchuthan and speak to NPC's there for your stigmas.
