    You can fly at Heiron Gate. (There's no other way to get to the Abyss portal at the top.)

    You can fly at and around NHG and Storm Circle and Menina, a screenshot with faction chat accusing someone of cheating isn't enough, but a GM is on checking it out now.

    If you're close to Heironopolis you can fly. Once you leave the area, your wings get clipped.
