    Talk with Hyancite in Verteron.
    After doing so, You'll be able to Teleport to Elthen, Once there, Speak with Telemachus and you should be able to Teleport to Heiron.

    general rule: start the campaign quest in that town to unlock the campaign chain along with the teleporter to that area. generally it means talking to the only person with yellow arrow above him in that town, then the teleport unlocks
