Master Carved Hoca set - Question.

Hi all,

So...i'm still figuring out the perks from the patch 2.0, as i returned to Gamez aion a few days ago.
And i'd like to craft the master carved Hoca set, the thing is i looked it up on aiondatabase and it says it's an npc that sells the necessary materials...
All fine untill i figured the npc is on the Elyos fortress...so how do you guys do it?
Could you explain me better how to get the materials if it's really an npc, or if it's a mob that drops the materials?

I don't wanna create a new thread so...bumping.
I went to the Elyos fortress, found the npc and the fragments necessary for the Hoca set say "Sold out". Does that mean that only the legion that conquered the fortress can buy the materials for craft?? Answer please..
