    The stigma quest isn't neccessary at the moment as the stigma system hasn't been implemented yet, it should be soon. Most of the quests don't work, so in order to dispatch you will just need to buy teleportation scrolls from a general good vendor :). Elyos: Vetreton , Asmo: Altgard and talking to the general there should unlock your teleports :). hope i helped
