Cannot Use Skills! Help?

I have asked several people in- game who either say "noob" or "hablas espanol," I have read all forum posts and read all wiki posts, googled MU Online skills with almost every phrasing, and cannot figure out why my skills do not work. My client installed properly- I reinstalled twice and still cannot use skills. I Assigned my skills to numbers from 1-0 with ctrl+ #1-0, but they do not activate. This works fine for me on retail MU Online- does anyone know why this happens?

 

Do they also not work when you click on them with your mouse, or is it just not working with the keyboard or is it both ?
